but if someone is abusing it, you can just ban them? and not make it able to use handcuffs in safesones?

I was moved in to witness protection when i was 10. And now i live happily in the island of Altis. I am a normal civilized  person who wants to make it more safe. I moved here to start a new life, a fresh start in life.
