Yes a big reason why people have alot of gear is farming APD, those goes hand in hand, but It hasnt stopped and wont stop either, put vests in shops would then do the trick since u can buy good rifles at ghost. Compensation? Pfff, all the fun and joy the server has given to the players from It's start with a awesome community of players, admins etc. No compensation should be needed.
